The visual inspection tells the board that deficiencies exist. It does not say how far concealed damage extends, or what reconstruction will cost. That is Phase One — forensic investigation — followed by a repair set and construction. Skipping investigation is the most common way a modest inspection becomes a six-figure surprise once demolition starts.
What does balcony reconstruction cost in 2026?
California 2026 market bands vary by scope. A surface recoat is a small number. Full replacement with new ledger, membrane, and railings is not. Coastal San Diego sits in the higher labor and exposure band.
| Reconstruction scope | 2026 range | Notes |
|---|---|---|
| Surface waterproof recoat | $4 – $9 per sf | Sound existing substrate, no structural work |
| Balcony waterproofing overlay | $15 – $35 per sf | New membrane over sound existing membrane |
| Per-balcony repair (localized) | $10,000 – $25,000 | Moderate deficiencies |
| Full balcony replacement | $40,000 – $60,000 per balcony | Waterproofing, railings, structure |
| High-cost / coastal markets | $50,000 – $60,000+ per balcony | Higher labor, salt-air exposure |
| Envelope / multi-elevation work | $100,000 – $500,000+ | Multiple buildings or structural framing |
| Repair drawings and CDs | $5,000 – $25,000+ | Scoped separately from construction |
Investigation before reconstruction
| Investigation line item | 2026 range | Notes |
|---|---|---|
| Independent envelope investigation | $3,000 – $15,000 | Non-destructive testing plus report |
| Destructive openings, per element | $1,500 – $3,000 | Includes patching and restoration |
| Typical opening budget (4 elements) | $6,000 – $12,000 | Mid-sized association sample |
Timeline from report to closed permit
The 120-day clock starts when the inspection report is delivered. Reconstruction itself is months on top of that. A mid-sized association with identified deficiencies typically sees investigation in 3–6 weeks, construction documents in 4–8 weeks, plan-check in 6–16 weeks, and construction of 8–16 weeks per building — or 6–18 months if several buildings are phased.
Special assessments
Reported California balcony-law assessments in 2026 range from about $5,000–$20,000 per unit when reserves are strong, to $20,000–$60,000 per unit as a typical reconstruction assessment, and higher in coastal or full-rebuild cases. Under Civil Code §5605, a board can levy up to 5 percent of budgeted gross expenses without a membership vote. Anything above that requires an owner vote — which is why phasing across fiscal years often decides whether a project proceeds.

Questions we hear
How long does HOA balcony reconstruction take after an SB 326 report?
Plan months, not weeks. Investigation is typically 3–6 weeks, construction documents 4–8 weeks, city plan-check 6–16 weeks, and construction 8–16 weeks per building. Multi-building associations often phase work over 6–18 months. Repair-permit applications are due within 120 days of the deficiency report.
Why is a visual SB 326 inspection not enough to bid reconstruction?
Dry rot, failed membranes, corroded fasteners, and rotted ledger connections are usually concealed. The visual report identifies symptoms. Forensic investigation — moisture mapping and targeted openings — confirms extent so the bid matches the actual repair, not a guess.
